operational state. The 'up' indicates the engine
is ready to receive ahdlc packets.
If cCdmaAhdlcEngineAdminState is 'down' then
cCdmaAhdlcEngineOperState should be 'down'. If
cCdmaAhdlcEngineAdminState is changed to 'up' then
cCdmaAhdlcEngineOperState should change to 'up'
if the engine is ready to receive ahdlc packets;
it should remain in the 'down' state if and only
if there is a fault that prevents it from going to
the 'up' state.
